Each count opens the filtered list. Where two wordings map to one status, both are shown with their own counts.
Notice complete to a dated decision
From the agency-dated Notice complete to the earliest agency-dated Cost and market impact review waived or Cost and market impact review complete event on or after it. A waiver the agency prints without a date does not count.
n = 1, under 5: the cases are listed instead of a median.
Left out: Cost and market impact review waived / Cost and market impact review complete: not dated by the agency on or after the Notice complete (undated, DETECTED, PRINTED_BY_AGENCY or earlier) (49); no Cost and market impact review waived / Cost and market impact review complete on record (3).

Proceedings
Review waived
Proceedings whose agency status maps to WAIVED, or with a Cost and market impact review waived event.
Proceedings at the CMIR stage (the agency printed a pending or complete review) or with a Cost and market impact review or Cost and market impact review complete event.
A count opens the filtered list when one list filter reproduces it exactly; otherwise its cases are listed here.
Method
Computed from records as of the last successful check, UTC. The figures change with each daily check as the agencies update their pages.
A duration counts a proceeding only when both of its dates are the agency's own: dates of kind PUBLISHED or FROM_FILING (the agency posted the event as having happened, or the date comes from the parties' filing). A date DocketTrail detected (DETECTED, the day a check first saw a change) is not an agency date and never counts. A date the agency printed for the future (PRINTED_BY_AGENCY) is not something that happened and never counts. An undated decision is left out and counted as such.
The clock starts on the earliest qualifying event and stops on the earliest qualifying event on or after it; a decision dated before its notice is left out.
Median and percentiles are by linear interpolation between the closest ranks (R type 7, Excel PERCENTILE.INC). Where n is under 5, the cases are listed instead; nothing is estimated or imputed.
Outcomes are the agency's own words, printed beside the status DocketTrail maps them to. A wording the mapping does not know stays UNMAPPED; a blank cell is blank. Nothing is read into a wording: a "No" is not an approval.
Shares are out of every proceeding the program lists, open ones included.
California, notice complete to a dated decision: From the agency-dated Notice complete to the earliest agency-dated Cost and market impact review waived or Cost and market impact review complete event on or after it. A waiver the agency prints without a date does not count.

Not legal advice. These are counts of what the agencies published; what a review will do in any one case is not predicted here.
